Dylan Cruz, a Milwaukee resident, told the City Council on July 17 that he is concerned about a local rule the city adopted during implementation of middle‑housing rules (HB 2001) that allows detached quadplexes. Cruz said several new developments near his home are using the detached‑quadplex option to place multiple small dwellings tightly together with limited open space or vegetation.
“For the record, my name is Dylan Cruz. I'm a resident of Milwaukee,” Cruz said during the community‑comment period. He described nearby developments and asked council members to review the additional local rule enacted for detached quadplexes and to consider revisions that would preserve space for vegetation and lighting and reduce unit concentration.
Cruz said the town hall scheduled for July 28 on middle housing is a good forum for public education and that he appreciates staff and council outreach to neighbors; he asked for opportunities to meet individually to discuss the rule and potential changes. City staff noted the town hall and promised a summary of questions and comments would be published after the event and in early August via Engage Milwaukee.
Council members did not take immediate action on the request during the meeting; Cruz’s comments were recorded as part of the public‑comment record and will be considered as staff and council prepare for the scheduled middle‑housing town hall.
