Troutdale Parks staff launched a pilot pay-to-park system at Glenn Otto Park on July 10, 2025, and will issue warnings for unpaid vehicles for the first 30 days before beginning citations on Aug. 9, City staff said.
Jonah Jacobson, Troutdale Parks staff, said the city narrowed the initial enforcement days "to focus on Fridays, Saturdays and Sundays" to manage peak demand and promote turnover in the parking lot rather than to "extract the maximum amount of money." He told the committee the program is intended to make parking turnover easier at the busiest times.
