DRC flags pond wall calculations and alley design on 7-unit downtown infill plan

City staff and the Development Review Committee reviewed the second submittal for a construction-site plan that would place seven single-family detached homes in a mixed-use downtown area.

The applicant, represented by Schmidt Engineering, said planning and stormwater comments are being addressed. The committee asked specifically for structural calculations for a wall around a deep pond adjacent to an alley; planning staff clarified the request seeks engineering calculations and not a decorative wall detail. "We're asking for the calculations of wall. It's a rather deep pond right next to an alley," a planning representative said.

Committee members also pressed the applicant on the alley surface and how far pavement or stable surface will extend past the rear lots. A committee member said dead-end alleys frequently become illegal dumping sites and asked whether paving or other access restrictions could limit dumping. The applicant said the alley surface will be crushed concrete rather than asphalt and that any improvements would likely end at the corner of the project property adjacent to the pond. Staff suggested adding dead-end or reflective signage at the alley entrance to deter illegal dumping.

No formal action was taken; staff requested the applicant supply wall structural calculations, confirm alley extent and show any alley improvements on the plans. Public works, fire and police had no additional outstanding comments at the meeting.

Ending: The applicant will supply the requested structural calculations and update plans to show alley improvements; staff will re-review the resubmittal.
