Development Services Director Whitfield told the commission the ordinance includes an opt‑out provision to comply with Senate Bill 180, which staff said restricts local governments from imposing standards “more restrictive or more burdensome” than prior law for a limited period following a declared hurricane. Whitfield said the opt‑out mechanism lets a property owner request to proceed under the 2002 plan if they determine Envision 2045 is disadvantageous for a project.
