"I don't want anyone in our city to be afraid of calling if they witness armed agents terrorizing our neighbors," Stremek said.
Stremek said he is not asking the police to refuse lawful cooperation with other agencies, but instead to ensure Everett officers make certain any cooperation is lawful, transparent and consistent with their oath to the community, state and Constitution.
Council members responded by thanking Stremek for raising the issue and requesting a follow-up from Everett Police. Council Member Fossey said she had heard similar concerns from residents and referenced recent guidance issued by the Los Angeles Police Department chief intended to curb impersonation or improper cooperation; she asked Everett police to report on the instructions given to Everett officers about how to verify outside enforcement agents. Councilman Ryan echoed the request for an administrative follow-up so the public understands the city's position and departmental practices.

The Everett Police Department did not present a public statement or policy at the July 16 meeting; council members asked staff to return with an update at a later meeting.
