Robson said staff recommended approval if the applicant complied with the standards of Provo City Code 14 34 259, which the staff report identifies as the code section that addresses veterinarian-service conditions.
Applicant Spencer Strong, who identified himself as a ScentHound franchisee, described the business as a grooming-and-wellness concept that serves dogs only. “ScentHound’s a national brand concept. We have a location in Spanish Fork. I’m a franchisee of ScentHound,” Strong said. He told the hearing he had read the conditions in the staff report and had no objections to them.
There was no public comment on the item. The hearing officer closed the public hearing and approved the conditional-use permit based on the findings in the staff report and the applicant’s agreement to the listed conditions.
