County amends airport commission ordinance to add commissioner appointment; Wayne Neal named to seat; Walter Rafalski appointed to Brunswick Development board

Glynn County commissioners on July 17 adopted an amendment to county ordinance provisions governing the airport commission to add a county commissioner appointment and establish related terms, then confirmed the chairman’s interim appointment of Wayne Neal to that seat.
County staff explained the change expands the airport commission from five to six members and adds a one-year term for the county-commissioner designee. The ordinance text updates sections governing vacancies and removal and clarifies that the airport commission’s chair votes only to break a tie. County staff said the amendment responds to a request from the airport commission and does not change existing Economic Development Authority appointees.
After the ordinance amendment passed, the board received and approved the chairman’s appointment of Wayne Neal to fill the county-commissioner appointment on the airport commission; the initial term begins July 1, 2025, and runs through Dec. 31, 2025, or until a successor is appointed.
Separately, commissioners received and approved the chairman’s appointment of Walter Rafalski to the Glynn‑Brunswick Development Authority, with the initial term beginning Aug. 1, 2025 and ending Dec. 31, 2025, pursuant to Senate Bill 34. The chairman noted he was required to submit that appointment for board approval.
Two commissioners recorded abstentions on the airport ordinance vote; otherwise the amendments and appointments moved forward. Staff will update appointment rosters and ordinance records.
