Commissioners approve abandonment of Canal Road dead‑end with drainage and power easements retained

Glynn County commissioners on July 17 approved the abandonment of a dead-end section of Canal Road (AB24-51320) at parcel 03-031811320, subject to conditions preserving a county drainage easement and Georgia Power’s access for overhead utilities.
Senior staff presented the application as a request by property owner Julia Smith. Staff said the right-of-way had been used in its current state for years and that abandonment would return the parcel to the tax digest. Glynn County Public Works requested retention of a drainage easement over the abandoned area and Georgia Power asked to preserve its access easement for existing overhead lines.
Julia Smith told commissioners she had cleaned up the dead-end after the prior owner’s property had been used as a dumping and party spot, and that the small open area on her roughly two‑acre parcel is the only site on her property with direct sun exposure: "it is the only spot on my property, which is almost 2 acres, that is open to the sun." Smith said no public opposition had been filed during the public-comment period.
A motion to approve the abandonment with the two conditions — county drainage easement retained and Georgia Power access preserved — passed after a motion and several seconds. Commissioners discussed reimbursing applicant fees for what several called a county housekeeping issue; one commissioner suggested reimbursement.
The county will record the abandonment with the conditions and keep drainage and utility easements in place.
