Northampton County Council on July 9 approved a $156,487 contract with H and K Group Inc. for site work at the Wyhetuck restroom replacement and trail improvements project.
Mr. Brown introduced the county executive’s request and said council approval was required under the county administrative code because the contract exceeds $100,000. County staff described the scope: H and K Group will demolish an existing restroom building, perform site work, regrade areas, install stone walkways connecting the new restroom to the southern trail toward the D & L, and construct an Americans with Disabilities Act–compliant connection between the restroom and the existing parking lot. A separate contract will cover procurement and installation of a prefabricated restroom unit.
When asked if grant funds would pay part of the work, county staff (Mr. Amili) said the county has grant funding from the Pennsylvania Department of Conservation and Natural Resources (DCNR) for the project; council members noted DCNR grants commonly require a local match. No specific grant amount or match percentage was read into the record, though a council member noted DCNR grants are “usually, well, like, a 50% match.”
The motion to approve the contract was adopted by voice vote recorded as 9 to 0.
The contract term was stated as six months in the resolution language read into the record. Council did not record any amendments, conditions, or follow-up reporting requirements during the meeting.
