Staff briefs commission on major local developments, traffic safety study planned

Community Development Director Kevin briefed the Planning Commission on a dozen active planning and construction projects across the city, answered commissioners' questions about grading, dust control and road impacts, and said the city has contracted a consultant to study traffic and pedestrian safety on Highway 126.
Kevin reported that a Sonic restaurant is under construction and that the Williams Homes (Creekside) subdivision in North Fillmore is completing extensive grading; he said grading activity and associated truck traffic have generated public complaints about dust and road damage, and that some repairs have already been completed. He said the contractor has been processing and screening soil at the site and that a county conditional-use permit covers some stockpiling and mining activities that are coordinated with the county.
Kevin said the Bridal subdivision's bike path (a mile on top of the levee) is under construction and a nine-acre park (referred to in the meeting as Levy Park) remains in the project scope; construction schedules for park and subdivision components were described as likely to move through the next year. He also reported a multi-block affordable-housing project (50 units) across from a bus shelter is in plan check and may seek construction funding later in the year.
On a separate safety topic, commissioners asked whether the city could accelerate work on the circulation element and on Highway 126 safety. Kevin said the city hired Willdan Engineering to create a safety plan focused on pedestrian and traffic safety on Highway 126; the plan will be used to apply for grants to fund construction improvements, and Caltrans manages many aspects of the state highway corridor.
Commissioners also asked about using large boulders excavated at Creekside for park features at Levy Park; staff said coordination with the contractor and logistics (crane, flatbed pickup) remain to be worked out. On a proposed mini fire station in the Bridges subdivision, Kevin said no plans have been submitted and current city funds (about $500,000) would cover only a minimal facility.
Ending: The commission received the director's report and asked staff to follow up with more information on the Highway 126 safety study and ongoing dust-control and road-repair coordination for grading projects.
