Northampton County Council confirms nine advisory-board appointments

Northampton County Council unanimously confirmed a slate of nine appointments and reappointments to multiple county advisory boards on July 9, 2025.
The appointments were introduced by Mr. Giovanni and approved on a voice vote recorded as 9 to 0. The resolution lists new appointments and reappointments to the Children, Youth, and Families Advisory Board; the Northampton County Conservation District Board; the Drug and Alcohol Advisory Board; the Farmland Preservation Board; the Gracedale Advisory Board; and Workforce Lehigh Valley.
Under the resolution, Sandra Stewart Barrett of Nazareth was appointed to the Children, Youth, and Families Advisory Board, term to expire 2027-03-22. Richard Budhas of Easton was appointed to the Conservation District Board, term to expire 2028-12-31, and Maria Antonio Mittman was reappointed to the Drug and Alcohol Advisory Board, term to expire 2027-06-30. Farmer director Lisa Miss Kelly was appointed to the Farmland Preservation Board, term to expire 2028-06-30, and Chris R. Amato was reappointed as public director (Farmland Preservation Board), term to expire 2028-06-30.
Several reappointments were also approved for Gracedale Advisory Board positions: James Erwing (term to expire 2027-04-19), Elaine Reynolds (term to expire 2027-04-19), Bill Ryan (term to expire 2027-04-19), Mary Ann Schwoyer (term to expire 2027-04-19), and Lou Ann Vogel (term to expire 2027-04-19). Workforce Lehigh Valley reappointments approved included Joe Kovalacic (organization category) and Greg Marzano (business category), terms to expire 2027-06-30.
The council did not debate the individual nominees at length. After the roll call, the clerk announced the motion and each member voted “Yes” as recorded in the meeting minutes; the resolution was adopted by a vote of 9 to 0.
Council members who participated in the vote included Mr. Giovanni; Mr. Alfredo; Mr. Heckman; Ms. Keegan; Mr. Kraft (by phone); Ms. Vargo Heffner; Mr. Warren; Mr. Brown; and Mr. Kapoora (listed in the roll call). County Executive McClure was not present and no executive-level presentation accompanied the nominations.
The confirmations take effect as stated in the resolution; individual appointees’ contact addresses were read into the record when the resolution was introduced.
No motions to amend or table the resolution were offered.
