The City Commission of West Palm Beach approved Resolution 154-25 on Thursday, directing staff to prepare a preliminary assessment roll for chronic nuisance assessments and scheduling a public hearing for final adoption on Aug. 18, 2025.
Chief Financial Officer Bridgette Souffrant told commissioners that in 2011 the city adopted ordinances to address chronic nuisance properties and that unpaid chronic nuisance service charges, unpaid code enforcement re-inspection assessment charges, or unpaid abatement costs that remain delinquent as of June 1 "shall become a special assessment against the benefited properties as a non ad valorem assessment equal in rank and dignity to a lien for ad valorem taxes," as described in the city's policy.
Souffrant said approval of Resolution 154-25 will direct preparation of the preliminary assessment roll and set the date for the public hearing on Aug. 18, 2025.
Commissioners expressed general support for the policy, with one commissioner saying the policy was a good measure and that residents appreciate neighborhood attention. Commissioner Fedoozzi moved to approve Resolution 154-25 and schedule the public hearing; the motion was seconded, and the commission voted verbally "Aye." The motion carried.
