The Planning and Zoning Commission unanimously recommended rezoning approximately 3.027 acres at 421 Bennett Lane from agricultural/open space to light industrial to allow development of a speculative warehouse building.
Staff told commissioners the site is surrounded by light industrial uses in much of the immediate area and that the property sits within the I‑35 corridor overlay’s transition subdistrict and the city’s employment center designation in the 2025 vision plan. Because the site is within 500 feet of residential zoning, staff noted the next step would be a special‑use permit and compliance with recently adopted supplemental standards for warehouses and manufacturing.
The applicant, James Yu (representing the developer), said notices were mailed to nearby property owners and that a traffic impact analysis had been completed to address one neighbor’s concern. Staff reported no written support or opposition had been received as of the hearing. Commissioners asked about neighborhood outreach; the applicant confirmed letters and a posted sign were used as required for public hearings. Commissioner Francesca moved approval; Commissioner Rick seconded and the motion carried 7‑0.
Staff said enhanced screening and landscaping will be required along the residential side under supplemental standards.
