City planning staff described the business as an off‑site tire repair service — a mobile repair model in which technicians travel to customer vehicles rather than perform repair or storage on site. Staff noted the existing building would remain unchanged and described prior site improvements, including replacement of an old chain‑link fence with decorative metal fencing.
Staff recommended approval because the use is less intensive than a typical minor automotive repair facility and because no exterior alterations or additional parking were proposed. The commission added conditions that: 1) vehicles needing repairs shall not be stored or repaired outdoors on site, and 2) all repair activities shall take place off site and no outside storage is allowed. Commissioner Francesca made the motion; it was seconded and carried 7‑0.
The applicant was present; no members of the public spoke in opposition during the public hearing. Staff will document the conditions in the permit prior to issuance.
