Staff explained the updates include clarified section titles, meeting location/time details to align with the zoning code, and a discussion of quorum. The rules document retains flexibility to expand the board’s membership if the City chooses to do so; if expanded, standard majority voting rules would apply.
A significant addition reflects a new state requirement: motions must include statements of the board’s reasons for the decision, findings of fact, and the material evidence the board considered when making the decision. Staff also pointed the board to a new attendance policy included in the rules that mirrors a similar county provision.
A board member moved, another seconded, and the board voted to adopt the changes as presented. The rule changes will guide future hearings and the form of motions and decisions.
