Council confirms assessment diagrams and adopts annual levies for Landscape & Lighting and Public Facilities districts

The council held and closed a public hearing and confirmed the diagram and annual levy for the Landscape & Lighting Maintenance District No. 1 (zones 1–13) and the Public Facilities Maintenance District No. 1 (zones 1–12) for fiscal year 2025–2026.
City staff explained the districts fund the maintenance of lighting and landscaping improvements within each zone and reported no substantive changes to the zones except that two PFMD zones (PFMD Zone 11 and PFMD Zone 12) are being levied this year for the first time after their improvements were installed. Staff said those zones had been included in an engineer’s report and balloted previously but were not levied until the improvements were completed.
A Willdan engineer’s representative (Willdan is the consulting engineering firm) confirmed to council that PFMD zones 11 and 12 were brought into the district in fiscal year 2023–2024 and balloted at that time, and this fiscal year is the first year assessments are being levied because improvements are now in place. Council asked whether residents had been notified; staff said escrow/impound accounts and property-tax reporting procedures typically notify property owners, and staff confirmed those parcels had been accounted for in the engineer’s report.
Council opened the hearing, took public comment, closed the hearing and then moved to confirm the assessment diagrams and adopt the annual levies by motion. The motion passed 5–0 with Council member Brewster, Council member Lyons, Council member Cruz, Council member Gornick and Mayor Matthews recorded in favor. Staff noted the districts’ levies will be forwarded to the county for inclusion on property tax bills.
Details discussed included a 3% annual inflationary adjustment on certain zones, the addition of Lennar Tract 848 and a separate tract (referred to as Gardner/Tract 820) as newly added zones, and that the district’s maintenance scope is limited to weed abatement and lighting/landscape upkeep rather than drainage-work maintenance.
