HILLSBOROUGH COUNTY — An evaluation committee for Hillsborough County’s Request for Proposals (RFP) 2500189, for Community Development Block Grant (CDBG) public‑services funding, spent the meeting reviewing applications and recording consensus numerical scores to rank proposals for later action. Committee chair Willette Hollinger led the scoring; Tracy Edwards, the county’s senior buyer, recorded the committee’s consensus tallies. "For the record, this meeting is being recorded and will be publicly noticed, and it has been publicly noticed," Edwards said at the start.
The committee applied a consistent scoring rubric across categories including national objective, activity timeline, performance capacity (subparts a and b), past subrecipient performance, leveraging, financial capacity and bonus points for proximity to mass transit and location in designated areas. Panelists stated scores aloud after agreeing a consensus figure for each category and requested that Edwards enter the final numbers into the scoring spreadsheet. Hollinger instructed members to state the final consensus score after each category so the recorder could capture it.
