Board approves $5 million extension for Kelly Services to supply substitutes and temporary staff

The Bibb County Board of Education approved a contract extension July 17 for Kelly Education Services to provide substitute teachers and other temporary staff, authorizing up to $5 million for the 2025–26 school year.
Human Resources presenter Dr. Wilson Beverly told trustees Kelly Services has supplied substitutes and other temporary personnel since 2021. Trustee questions focused on whether the $5 million represents a new ongoing commitment or continuation of prior practice. Dr. Beverly and HR staff replied that the $5 million ceiling reflects prior-year expenses (about $3.8 million last year) plus anticipated additional needs: the transportation of custodial vacancies to be filled via staffing vendors could add about $500,000 and the administration wanted a cushion for professional learning day coverage and expanded use for paraprofessional roles funded temporarily by ARP dollars in some schools.
Board members said they had not had an earlier detailed discussion about the full $5 million figure when drafting the budget; administration replied that prior-year substitute spend was close to $3.7–$3.8 million and that the HR and operations projections supported the requested authorization.
The motion to approve was moved by Mr. Freeman and seconded by Dr. Fickland; the item passed unanimously and was added to the consent agenda.
