Advisory commission reviews library internet and online access policy; staff to add city privacy link

Orem — The Orem Public Library advisory commission acknowledged review of the library’s Internet and Online Access Policy and asked staff to clarify how the policy interacts with the city’s privacy rules. Library staff member Bryce explained the Internet and Online Access Policy is reviewed every three years and is required for eligibility for state funding through the Utah State Library. He told commissioners that no substantive changes were needed during this review cycle and that the policy remains compliant with state code as presented to the commission. A commission member raised a question about language that could be read as allowing staff to “waive any right to privacy with regard to site access materials viewed,” asking whether such access would be limited by the city’s privacy policy. Julie, a library staff member working on digital services, confirmed that access is governed by the city’s privacy and online risk and fraud assessment policy and said the principle of least access applies: “on this, none of us have access to those things, but an IT super administrator would.” She and Bryce told the commission they would add a cross-reference or hyperlink to the city policy in the library document to make that limit clear. The commission made a motion to acknowledge its review of the policy; the motion was seconded and approved by voice vote. Staff will note the commission’s review in the library’s record to satisfy the Utah State Library requirement for advisory review of internet access policies. No amendments or changes to the policy text were adopted at the meeting; staff asked commissioners to submit any additional written feedback before the library staff forwards the review to the state.
