Johnson City commissioners approved the first reading of an ordinance to rezone two parcels totaling about 8.4 acres at 2343 Knob Creek Road from split R P-3 and R-2 zoning to R-3 medium-density residential. Planner Bryce McNamer presented the item and said the rezoning would accommodate an expansion of Westminster Presbyterian Church and associated parking.
Why it matters: Staff recommended approval because the change aligns with the city’s future land-use plan and provides a transitional district between adjacent commercial corridors and residential neighborhoods. McNamer told the commission the rezoning eliminates a split-zone condition and that the proposed additions meet R-3 standards; a concept plan was included as required by the R-3 district.
Process and public input: The Planning Commission voted unanimously to recommend approval at its June 10 meeting. Staff said notifications were mailed to property owners within 200 feet and a sign was posted; a neighborhood meeting on May 20 recorded no attendees and staff said it had not received citizen comments at the time of the presentation.
Commission action: A motion to approve the first reading passed on a roll call. McNamer noted the R-3 designation requires a concept plan and any significant change would require an amendment to that plan.
Implementation notes: The rezoning, if adopted after the final hearing, will require the applicant to follow the R-3 concept plan process and to secure any site-level approvals for the additions and parking.
