City commissioners heard an update on the Call Lake Water Supply Program at the commission meeting, with city staff saying most major construction is finished and functional testing is scheduled for September 2025.
The update matters because the project adds a new intake, treatment and distribution components that will increase local treated water capacity and change where the city sources drinking water. Morali, a city staff member who presented the update, said the intake structure is “99.9% complete” and that pipeline segments and one intermediate booster station are finished and in operation. He said two filter-related portions of the new water treatment plant remain under construction and crews are focused on the filter administration building and the backwash/GAC (granular activated carbon) polishing system.
Morali said the project is being closed out in stages: construction, construction management and automation testing now; program closeout, startup and operations to follow. “By September, we will be looking at operating manual portion, like they are going to individually run each and every equipment. So we call that as a, functional testing,” he said. He estimated the commissioning phase would take about six to eight weeks after functional testing and said treated water would not be put into the distribution system until water quality and chemistry met required standards.
Commissioners asked about telemetry and a separate settlement issue on site work. Morali said telemetry for the high‑service pump station is completed but that staff were addressing firewall and server issues; he reported settlement work had stopped and crews were completing concrete repairs. He also confirmed that the high service pump station was operating and that one storage basin at the existing plant holds about 10,000,000 gallons and a new high‑service basin holds roughly 3,000,000 gallons. On taste and odor control, he described the installed GAC polishing system and ozone reactors as part of the treatment train.
Mayor Mason praised the project’s progress and said the system would provide long‑term water capacity for the city. No formal action or vote was taken during the update; staff said they would continue commissioning and return to operation steps as testing and certification are completed.
