Consultants recommend retaining Blue Cross as Harlingen CISD’s medical administrator after RFP

Benefits consultants told the Harlingen CISD benefits committee that an RFP for medical administration produced competitive proposals but did not yield a financial rationale to displace the district’s current Blue Cross arrangement.
Consultants said Aetna and UnitedHealthcare submitted proposals, but Blue Cross’s offering remained the most favorable overall after pricing and service factors were considered. “Ultimately at the end of the day, there was really no financial rationale or reasoning to lead Blue Cross,” said the presenter. The committee heard that employees have expressed satisfaction with Blue Cross service and that Blue Cross presented the best offer when all factors were weighed.
Consultants also compared the district’s current plan and projected spend to TRS (Teacher Retirement System) plan alternatives, and reported that the district’s benefits remain comparatively richer than TRS plans after applying a benefit-load adjustment. The presenter said the district’s total benefits funding and projected costs will be included in the packet presented to the board for the August meeting.
Recommendation and next steps: consultants recommended awarding the RFP to Blue Cross and asked that the board receive the full RFP analysis and final contract terms for approval at the August board meeting.
