The Harlingen CISD Board of Trustees approved one‑year extensions of memoranda of understanding (MOUs) with Cameron County, the City of Primera and the City of Combes to provide off‑duty law‑enforcement officers for campus security through the 2025–26 school year. The agreements are on an as‑needed basis and are essentially identical across the three agencies. Chief safety staff said the district used an average of 13–15 off‑duty assignments per day last school year across partner agencies but intends to reduce outsourced assignments as the district onboards in‑house guardians; district officials estimated future daily assignments with partners could drop to roughly 5–8 as new guardians are added. Administration said each guardian deployed by the district can reduce outsourced costs by about $25,000 per position annually. Trustees asked for a multilayered security briefing to clarify how MOUs, full‑time SRO interlocal agreements with Harlingen PD and district guardians work together; administration agreed to revisit that security schematic at a future committee meeting. The MOUs were approved following motions and seconded votes for each agency extension.
