Council adopts fee schedule changes, including airport pickup and parking adjustments in Resolution 2025‑09

The Redmond City Council adopted a fee schedule update June 24 (Resolution 2025‑09) that includes adjustments to airport fees, municipal utility rates, development charges and other city fees.

Zach Bass, Redmond Airport Director, described proposed airport fee changes included in the fee schedule. Staff recommended increasing the ground‑transport pickup fee (for taxis, rideshare pickups) from $1 to $3 per pickup to cover increased operating costs, and revising the short‑term curb parking charge so the first half hour is free and the next half hour would move from $1 to $2 (with a daily maximum retained at $24). Bass said the airport also proposes a modest increase to fuel flowage fees from 7¢ to 8¢ per gallon and that these changes are expected to increase airport revenue by roughly $380,000, supporting terminal debt capacity.

Finance staff presented additional fee changes: a 2.9% increase to most development fees (tied to CPI), an increase to transportation system development charges (from $9,000 to $11,000 plus CPI), and utility rate increases around 3%–4% for water and sewer. Staff said the increases help preserve fund reserves and match rising costs.

Council took public comment on fees and a councilor asked for a future discussion about utility fee increases and affordability. The council adopted Resolution 2025‑09 on a voice vote.
