Staff reported enforcement is resource limited: summer growth increases complaints and staff time required for notices, inspections and abatement. Councilors recommended sending seasonal reminder notices to property owners, identifying repeat problem properties for targeted outreach, and creating standardized letters and templates to reduce staff workload. Several councilors suggested exploring a part‑time code‑enforcement officer or shared service model to ensure timely responses during peak months.
The council additionally discussed reviving or improving the city newsletter as an outreach tool and coordinating communications with tourism and business groups to distribute notices and maps. Staff said much of current outreach responsibility has fallen to a single staff member due to competing priorities and agreed to develop a template enforcement program and a spring reminder schedule.
Councilors asked for examples from larger jurisdictions and for staff to return with recommended templates, an estimate of staff hours or part‑time enforcement costs, and a prioritized list of properties for pre‑season notices.
