County approves zoning amendments and a conditional‑use change to permit a diesel station on cooperative property

Steve Josephson, Stark County planner, presented several Planning and Zoning Commission recommendations the county commission approved.
The board approved RZ‑0425, which adds an automatic diesel fuel station to permitted uses for a Central Dakota Frontier Cooperative site; both planning and zoning and staff recommended approval. Josephson said the prior conditions included a one‑year reversion to agricultural zoning if not acted upon; that condition was struck as part of the amendment.
Commissioners also adopted ZTA‑0225 to change accessory‑dwelling rules so that these units can be handled via administrative permit rather than requiring a conditional‑use hearing before the Planning and Zoning Commission. Josephson said variances or other deviations would still come before the commission.
A cleanup amendment removed an explicit reference to the "Stark County comprehensive plan update 2010" from the zoning ordinance so future plan updates need not trigger ordinance edits. Finally, the commission approved an amendment clarifying that Planning and Zoning may recommend revocation of a conditional‑use permit but that the county commission holds the final decision authority.
All measures were recommended by the Planning and Zoning Commission and approved by the county commission without recorded objection.
