Grand Forks County commissioners voted unanimously at a special meeting to approve a two‑year contract with EOCR to provide services for the Department of Juvenile Services and authorized the commission chair to sign the agreement.
County staff member Robin told commissioners, “They did raise what they will be paying. It was $260 a day. We will be getting $3.75 a day from them. There is no cap on the number of kids, but we didn't put like a specific number of kids either. It's just as needed. His contract is there for 2 years, so it will start tomorrow and it will expire June 30.”
The contract was presented as the only item on the special meeting agenda. A commissioner moved to approve the contract and authorize the commission chair to sign; a second was recorded and the motion passed unanimously. The commission chair announced, “Motion passed unanimously.”
Commissioners did not set a numerical cap on the number of youth covered under the agreement, and Robin said the contract term is two years with an effective date beginning the day after the meeting and an expiration date of June 30. Robin also said the county’s compensation under the arrangement will be $3.75 per day; Robin stated the provider’s daily charge is $260 per day. No further budget breakdowns, performance metrics, or enrollment limits were provided in the meeting record.
The commission adjourned after the vote; staff indicated the chair would sign the contract so the provider could begin services the next day per the agreement’s start date.
