The Grand Forks County Commission approved multiple personnel and administrative changes during the meeting, including two position reclassifications, an amendment to the telecommuting policy and clarification of hiring authority for part‑time and intern positions.
County administration proposed reassigning the current project coordinator to the existing government relations manager role (grade 15, step 1) and reclassifying the facilities manager position to director of facilities (grade 20, step 1) to reflect department‑level leadership. County staff said budget savings from turnover would absorb the reclassification cost. The commission approved the reclassifications unanimously.
On telecommuting, the board voted to amend the county telecommuting policy so that future remote/hybrid work requests would be evaluated administratively: the county administrator, in consultation with the appropriate department head and human resources, will have final approval authority for temporary or emergency remote work requests, including reasonable accommodations under the ADA, FMLA or other unforeseen circumstances. Commissioners emphasized that the change is for exceptions and not intended to create permanent remote work arrangements for department heads.
The commission also clarified the county’s hiring‑freeze policy: department heads may approve part‑time and intern hires if the positions are budgeted and non‑benefited; if a department lacks budgeted funds or a hire would add to permanent headcount, the department must seek county administrator review and, if necessary, commission approval. The board approved delegating approval authority for budgeted, non‑benefited part‑time and intern hires to department heads.
All motions on these items passed unanimously.
