Commission approves Roughrider overhead transmission permit for two substations

The Dunn County Commission approved a utility permit allowing Roughrider to construct an overhead 115,000-volt transmission line linking the Snowy River and Knife River substations.
Taylor Van Dyke, speaking for Roughrider, explained the company plans to install single-pole overhead structures to serve load growth and improve reliability by providing a second source of supply to the area. Van Dyke said transmission lines of this voltage are built overhead for safety and cost reasons and that the proposed span heights over road crossings are about 30 feet above road surface.
Van Dyke told commissioners the poles would not be in the county right of way and that Roughrider typically bores duct banks under county roadways only for distribution crossings; high-voltage transmission lines are generally overhead. Commissioners asked whether future county projects would conflict with the route; staff and the applicant said mapping showed no scheduled county projects directly in the alignment.
A motion to approve the Roughrider overhead permit passed unanimously; commissioners said county policy requires presentation of overhead-line crossings and the permit met the requirements the commission expects.
