The Legislative Rules and Government Operations Committee authorized a three-year voter registration license agreement to migrate Warren County’s voter registration system to NTS Data Services and approved two New York State Board of Elections grants to help cover election costs and vote-by-mail postage.
Board of Elections staff (unnamed) told the committee the office seeks to move from its current vendor, ES&S, to NTS Data Services because of dissatisfaction with some processes and customer service. "We are presently with ES and S. We are not fully satisfied with their processes... Their customer service is okay," the staff member said, adding the county would "go back to NTS for our voter reg." The staff estimated about $38,000 available this year to use for migration and said the vendor proposal includes fees through year three. The staff also noted an additional fee would apply for any on‑site support or more than six hours per month of support and asked that the resolution include authority to cover such emergency or extra support costs.
Committee member Mr. Driscoll clarified the resolution should include "authority to incur additional expenses related to the on call, emergency services, or any additional on-site visits that are required over and above what's in the contract for the migration and start up of the contract," and the committee chair confirmed the item as a three-year license agreement. The motion to bring the contract forward was moved and seconded; members voted by voice and the chair declared the motion carried.
The committee also authorized the chairman to execute two grant agreements with the New York State Board of Elections: one grant for $7,517.99 and a second for vote-by-mail funding not to exceed $18,970.92. Committee members approved amending the 2025 county budget to reflect both grants. The committee approved both measures by voice vote.
Board staff said neighboring counties using the new NTS/Apex system — including Saratoga and Washington counties — informed Warren County they were moving back to NTS and the county felt comfortable coordinating with nearby counties on the system and support. Staff described the implementation as including migration, training of election workers and potential purchase of equipment, envelopes and ballot printing services funded by the grant where applicable.
The committee’s approvals authorize procurement activity and budget amendments; specific contract terms, migration schedule and any on-site support hours beyond the included six hours per month were not detailed in committee remarks.
