Borough staff said they would work with the garage management company on practical solutions such as issuing barcode passes or temporary permits for church attendees to allow exit without paying the event fee.
Several council members expressed concern that some events begin before the policy’s current 8 a.m. start time and that early arrivals (including customers and quick errands) could be penalized by a flat lot/garage fee. The council agreed to send the policy back to the parking committee for further study and to ask staff to clarify whether garages can accept temporary barcode passes for churchgoers and how employee permits will be handled during event days.
The motion to table the policy passed; councilors asked staff to return with clearer language that explicitly covers garages, church morning services and exceptions for employees and permit holders where appropriate.
