Council closes West Haven parking and manhole concerns after city marks repairs

City staff told the City Council on Aug. 5 that a manhole on West Haven Drive has been flagged for repair and that the city will not pursue one-sided parking restrictions on that street. The council voted to close the item after the update.

The matter was raised in response to concerns from a resident identified as Mr. Whitener. A staff member summarized the city's review and said the manhole "has been flagged on the city's maintenance list for repair and should be addressed soon if it hasn't been already." The staff member also said one-sided parking on West Haven Drive "just simply isn't enough to enforce" and recommended closing the issue under the council's open-issues list.

The staff member told the council that snow-emergency parking restrictions still apply under city ordinance 3 5 1.14 when two inches or more of snow falls, and that the restriction is effective even on streets without posted snow-emergency signs. The staff member explained that 2-inch snow-emergency parking signs are reserved for more heavily traveled roads, and West Haven Drive is not among those.

Councilmember Mendoza moved to close the West Haven items; Councilmember Layman seconded. The motion carried with votes recorded as Layman: yes; Mendoza: yes; Lake: yes.

No additional enforcement steps were ordered; the council recorded the city maintenance flag and closed the matter. The staff member recommended public awareness and cautious driving as the practical approach to recurring parking conflicts on that street.

The remarks appeared during the council's open-issues portion of the meeting and the council took a formal vote to close the item.
