Commission begins review of field lighting policy; notes zoning board role and trustee coordination

Needham commissioners on July 14 began a multi-step review of the town’s field lighting policy after noting the policy material in commission packets dates from 2008 with later references in 2018 and 2020. Members said they are unsure whether the document in circulation is the most current and discussed the procedural steps needed to amend light hours. Commissioners noted the town’s joint policy document (field user manual) lists standard field-light cutoff times (for example, 9:00 p.m. on many weeknights, with some fields permitted later hours) and that Memorial Park has separate trustee arrangements that permit slightly different hours. Staff cautioned that changing the policy likely requires approval from the zoning board of appeals and coordination with Memorial Park trustees and Park & Forestry. The commission directed staff to locate the most recent version of the field/light policy and to consult with the town’s legal/operations staff, the trustees and the zoning board to determine what procedural approvals would be required for any change. Commissioners discussed the merits of harmonizing light-hour rules across venues to reduce user confusion, and suggested gathering usage data and user-group feedback before pursuing any formal amendment. No changes to the lights schedule were adopted at the meeting. Staff will report back with the most recent policy documents, a summary of required approvals and user-group survey results.
