Downtown Action Committee recommends approval of North Railroad streetscape extension with stormwater condition

The Downtown Action Committee voted to recommend approval of a streetscape extension along North Railroad Avenue between Tenth and Eleventh streets as part of the Nora redevelopment, board members said. The committee’s recommendation, made during the continued new-cases portion of its meeting, was conditional on resolving outstanding PPRC (preliminary plan review committee) comments related to stormwater and drainage before the applicant submits right-of-way and engineering permits.

The streetscape extension is intended to match the finished materials and layout of the existing streetscape south of Tenth Street, including curbless 14-foot sidewalks, a cobblestone-style roadway, continuous tree canopy, cutouts for loading/drop-off, and three pocket-park-style public spaces along the corridor. Applicant representatives said the extension is a direct continuation of the streetscape between Seventh and Tenth streets and that the city and the Community Redevelopment Agency (CRA) will reimburse infrastructure and streetscape expenses under an existing agreement.

City staff described recent site progress photos and building-permit activity, telling the committee that storefront permits and streetscape elements are nearing completion and that the paver installation and curbless drainage have been performing well in recent heavy rains. Staff recommended approval with a single condition to clear outstanding stormwater/drainage PPRC comments before permit issuance. The applicant agreed to that condition on the record.

Committee members asked detailed questions about the project termination (the streetscape will terminate at Eleventh Street and be designed to create a terminus at that east–west crossing), canopy and soil-cell design (Silva Cells were used given the curbless condition), and maintenance concerns. The applicant noted the CRA will reimburse certain costs and said the project team will assume enhanced maintenance obligations beyond typical city maintenance as part of their CRA agreement. A board member requested the paver selection avoid finishes that require frequent bleaching; the applicant said the design intentionally aims for a slightly weathered, historic look and that enhanced cleaning will be part of the maintenance plan.

The committee’s motion recommended approval of the streetscape design included in DAC case number 25-02, citing testimony and submitted materials as substantial evidence that the proposal complies with the zoning code, the city comprehensive plan, and the downtown master plan. The motion passed four-zero.

Next steps: staff said the DAC recommendation will be forwarded to the City Commission with the committee’s condition requiring resolution of outstanding PPRC stormwater and drainage comments at the time of right-of-way and engineering permit submittal.
