Sunbury sets placeholder in amended budget for Joint Recreation District needs assessment

City staff and a Joint Recreation District representative told the Finance Committee on July 16 that the proposed budget amendment includes a placeholder appropriation to pay Sunbury's share of a needs assessment and market analysis for a multi-jurisdictional Joint Recreation District.
Daryl, a Joint Recreation District contact, said the city has issued a request for qualifications and formed a committee to evaluate consultant responses. The committee was scheduled to meet July 17 to begin evaluations, and the JRD planned a meeting on July 31 to consider recommendations. "Early estimates on what the cost of this assessment might be somewhere in the 20 to $30,000 range," Daryl said, adding that the cost will be shared proportionally among the three participating jurisdictions: Sunbury, Berkshire and Galena.
Steffit said the amendment currently includes a placeholder amount and that the city could adjust its appropriation before council action if the JRD meets and finalizes a contract price. "If we're not a 100% ready, we'll do a special meeting to kind of hurry it up as much as possible, in early in early, August," Daryl said. Staff emphasized the appropriation is intended to cover the city's portion of a consultant-led needs assessment and market analysis, not construction or capital work.
Ending: The committee did not take a vote on the JRD funding item. Staff and the JRD contact said they will present a finalized cost-share figure and, if needed, a special meeting will be scheduled so the council can adopt the appropriation in time for consultant work to proceed.
