On June 17, the Saratoga County Board of Supervisors voted to approve a package of resolutions that accept federal and state grants, authorize several vendor contracts and amend the 2025 county budget where noted.
The package—introduced by county departments including Airport Improvement, Health and Human Services, Buildings and Grounds, Public Safety, Economic Development, Trails and Open Space, Real Property and Law and Finance—included approvals to accept Federal Aviation Administration airport improvement grants; airport rental-car operations authorization for 2116 Rent A Car LLC with a $1,200 budget amendment; a Personalized Recovery-Oriented Services viability grant from the New York State Office of Mental Health with a $23,791 budget amendment; agreements to expand school-based mental-health satellite clinics with Parsons Child and Family Center and Behavioral Health Services North Inc.; and acceptance of a John H. Chaffee foster-care allocation from the New York State Office of Children and Family Services.
Other items in the package included acceptance of a New York State companion animal capital fund grant of $500,000; an enterprise agreement with SHI International Corp. for Microsoft Exchange and Office email services; an Alternatives to Incarceration grant and a law-enforcement equipment grant from the New York State Division of Criminal Justice Services; authorization for the sheriff's office to acquire body-worn and in-car camera, Taser equipment and related systems from Axon Enterprise Inc.; workforce innovation grants from the U.S. Department of Labor and a summer youth employment grant from the New York State Office of Temporary and Disability Assistance.
The board also authorized two contracts related to a condition assessment of the City of Saratoga Springs force main: a Hazen and Sawyer DPC engagement that will decrease the sewer fund balance by $47,500 and a contract with Xylem Water Solutions USA Inc. that will decrease the sewer fund balance by $408,852. A separate authorization with Xylem for maintenance of the UV disinfection system at Saratoga County Sewer District No. 1 was included and noted as budget-neutral for departmental funds.
Law and Finance presented an amendment to the 2025 county budget to increase revenues and appropriations related to cannabis sales tax under New York State tax law; the county said the amendment will increase fund balance by $375,000. Several items were presented with budget impact statements indicating funds are included in department budgets or that the county budget will be amended as described.
Supervisor Butler moved to approve all resolutions as read; the motion was approved by roll call with an affirmative vote from supervisors present and the motion passed. The board direction in the meeting packet indicates that departments will implement the agreements and budget amendments as written in the resolutions.
The approvals formally authorize the expense and revenue changes specified in each resolution and permit county departments to proceed with vendor contracts and grant-funded programs as described in the read statements.
