Public Works Director Jamie Grandpre told the council on July 16 that Well 12 is currently offline awaiting a replacement motor and pump and that the city is seeking SCADA upgrades while the well is out of service. Grandpre said the proposed agreement with SKM would replace outdated and failing SCADA (supervisory control and data acquisition) equipment and rework the communications network to reduce frequent communication drops across the well system. The contract amount presented to the council was $45,004.42; staff said no contingency was requested. Grandpre also confirmed the city will perform a full clean/rehab of Well 12 (flush and repair) before returning the well to service to address prior issues including air locking and cavitation. He estimated replacement parts for the motor and pump are expected in the fall. Councilwoman Gochis moved to approve Resolution 2025‑65; Councilman McCall seconded. The council voted 5–0 to approve the agreement. Why it matters: restoring Well 12 and improving SCADA reliability are intended to improve operational stability of the city’s water system and reduce communication and monitoring failures across the network.
