State grants extra funding for force-main replacement; city says project will cost it $0

At the July 16 Utility Special District meeting, Executive Director Joshua Neiman reported that the state approved additional grant funding for a wastewater force-main replacement project after construction bids exceeded the original estimate.
Neiman said the district applied to the State of Florida for about $2 million in grant funds to replace a force main at two canal crossings (identified in the meeting as the C17 and M Canal crossings). After receiving construction bids, staff determined the project would require roughly an additional $1 million. Neiman said the city requested supplemental grant funding from the state and that the state approved the additional funds.
Neiman told the board the grant approval means the district will move forward with the replacement project “at an expense to the city, of $0.” He also said he is developing a broader collections-system master plan but that his immediate focus during his first weeks on the job has been on water operations.
What was not decided: the board did not vote on the project during the meeting; Neiman presented the funding update as information. He said the district will continue master-planning work for wastewater collections to identify other force mains that may need replacement.
