Riviera Beach sets maximum millage at 8.35 mills, schedules first budget hearing

The Riviera Beach City Council adopted a resolution setting the city's maximum millage rate for fiscal year 2025-26 at 8.35 mills and scheduled the first public hearing on the budget. Chief Financial Officer Randy Sherman told the council that state and county procedures require the city to establish a maximum millage and set an initial public hearing date. “The resolution you have in front of you recommends that the maximum millage be set at 8.35. That is the same millage that we have had for the last three fiscal years,” Sherman said. He recommended holding the first public hearing on Wednesday, Sept. 3, 2025, noting the city cannot hold the budget hearing the same night as the school district or county. Council members accepted the recommended date and the resolution passed unanimously. The CFO and staff emphasized that setting the maximum millage does not commit the council to that rate for the final budget; the rate can only be lowered during the budget process. The action satisfies the county deadline for preliminary millage submittal and sets the calendar for the budget process; the council will review budget details at subsequent hearings this summer and fall.
