Assistant procurement director Stacy Garza and HR director Janelle Dacosti explained the award covers academic instruction and continuity of services for the city’s REAP summer program. Procurement said the RFP advertising period produced four responses; three were deemed nonresponsive and a single responsive proposal (Raw Academic Services) was scored and recommended.
One public speaker questioned why the city was contracting for $28,300 for two weeks, saying it was a large sum for a short period and asking how much of the $250,000 designated for the REED program had already been spent. Manager Evans responded that the city had already spent roughly $60,000 of the $250,000 allocation earlier in the summer. He said the procurement award was intended to prevent a gap in instruction for the final two weeks; staff also described planned longer‑term programming, such as ACT/SAT boot camps, preschool readiness and after‑school tutoring, and said unspent funds would be applied to future programming.
Council discussion included a request that staff accelerate deployment of the remaining REED funds beyond summer opportunities.
