The County Council on July 15 enacted expedited Bill 20-25, delaying the Montgomery County Economic Development Corporation’s (MCEDC) statutory deadline to submit its strategic plan so the new executive leadership could finalize the document. Council President Kate Stewart and Councilmember Balcom, co-sponsors of the expedited measure, said the limited delay would produce a stronger plan under the new CEO.
Councilmember Friedson said he supported the delay but expressed "deep and significant disappointment" that the council needed to provide an extension, stressing the urgency of executing an economic strategy to diversify and grow the county's private-sector economy. Councilmember Balcom and the MCEDC leadership told the council the extra time would allow the new CEO to "put their stamp on it" and produce a better product.
The council moved the expedited bill without committee review, as staff characterized it as short and technical. Councilmember Balcom moved the enactment and Councilmember Fani Gonzales seconded; the roll call recorded unanimous approval. Sponsors said the pause was intended to strengthen the final product and would not be indefinite.
