A county planner noted the area already contains many half-acre lots and that the neighborhood context differs from other cases, which influenced the commission's decision to recommend rezoning. A commissioner moved and seconded a favorable recommendation; the motion carried without public opposition.
Staff reiterated the property has city water but no sewer, so septic rules apply and the parcel cannot be reduced below 20,000 square feet where septic is required. The commission forwarded the recommendation to the Board of Supervisors for final action.
