Residents press council for clarity on Wasatch water tank footing funding and engineering support

During the June 17 public hearing on the FY2025-26 budget, residents asked the Evanston City Council for clarity about funding to support footings related to moving or relocating the Wasatch water tank.
Shelly Horner, who identified her address and asked whether a $30,000 line-item from last year for the Wasatch water tank footings was included in the new budget, was told by staff that the footings are not currently in the capital budget and that any such work would likely require a budget amendment or alternate funding approach. The staff response also said that recent discussion of the tank project had waned in recent months and that staff had not seen any specific contractor quotes for moving the tower.
Horner and other residents said they had tried to obtain engineering help from the University of Wyoming and had been frustrated by the lack of progress; Horner said local organizers are now seeking an engineer to produce footing designs and cost quotes so they can present firm numbers to the city. Staff invited Horner to meet with city staff to continue the conversation.
No formal council action or commitment of funds was made during the hearing; the staff comment indicated that if the tank footings become a capital item, it would need to be added to the budget by amendment or considered through a separate process.
