CANYON, Texas — Canyon ISD trustees received a first reading on proposed revisions to local policies FD (student conduct/eligibility) and FM (student activities) tied to recently passed Senate Bill 401.
Dr. Flusche, staff member, explained that SB401 requires districts to allow students who are not enrolled in the district — including students enrolled in another district, a charter school, a private school or who are home‑schooled — to participate in University Interscholastic League (UIL) activities unless the local board adopts a policy prohibiting such participation. “Students who are not enrolled in school be allowed to participate in UIL activities,” Dr. Flusche said, summarizing the bill language his packet included.
Staff showed proposed FD (local) language that would make unenrolled students ineligible for concurrent enrollment in the district and ineligible for curricular or extracurricular participation unless the board adopts a policy to allow it. Dr. Flusche told trustees this item was a first reading and that a board decision would need to be made before activities that begin well before September 1 (for example, cross country, tennis, volleyball and football). He said the board could consider final action at the July meeting, giving trustees time to review the proposed wording.
Because this was a first reading, no motion or vote was taken. The presentation was informational; staff asked trustees to review the proposed policy language and return with questions prior to the July meeting.
If the board elects in a future meeting to prohibit participation by unenrolled students, that prohibition would be adopted as a local policy change and would be time‑sensitive relative to fall UIL seasons.
