Board advances local-preference procurement language to full board with legal caveats

Board members who supported the change said local preference helps the community and tax base; legal counsel and staff cautioned that the policy cannot conflict with state or federal procurement law.
Board member David Perry said he was comfortable with the proposed blue language as long as it acknowledged those legal limits. The committee voted to advance the amendment to the full board for final consideration in August; committee members asked procurement staff to confirm any administrative impacts and to provide a rubric template for evaluating local bids.
No contract awards were made at the meeting. The action was a procedural step to carry revised procurement language to the full board for a final vote.
