The Board of Zoning Adjustment accepted a late filing of a supplemental shadow study and continued the hearing on application 21316, a request by Sadee Nam for a two‑story rear addition to an existing row dwelling at 515 20 First Street NE that exceeds the 10‑foot extension limit in Subtitle E.
Attorney Anthony Rochelle and architect Scott Willett presented the case. Willett told the board the as‑built rear extension measures 15 feet, 2.5 inches—about 4 feet, 2.5 inches more than the originally permitted 11‑foot extension—and the applicant submitted shadow studies in response to ANC requests. Willett summarized the materials to the board, saying the as‑built condition “is now 15 feet, 2 and a half inches,” and described shadow‑study results comparing the permitted and as‑built conditions across equinoxes and solstices.
Crystal Myers of the Office of Planning said OP recommends support and stood on its staff report. There was no registered opposition on the record. Board members asked for clarity about egress from a second‑floor rear door: several noted the plan requires a landing and stairs and asked whether a permit for that work is pending. The applicant said a landing would be added to allow the door to function and that the permit would follow after relief is granted.
Board members said they needed a clear plan of the proposed landing/stairs rather than an oral description. Vice Chair Carl Blake and Board Member Kershawn Smith asked the applicant to file drawings showing the exact stoop/landing dimensions and location so the board could be sure the final construction aligns with zoning limits for lot coverage. The board continued the hearing and instructed the applicant to provide the additional drawings and confirmed the supplemental shadow study (Exhibit 29) was entered into the record.
The board scheduled a continued hearing for July 23 at 9:30 a.m.; the record remains open for the limited purpose of receiving the landing/stair drawings and related details.
