Lowell panel delays distribution plan for UEF/"opera" funds pending CFO review

Members of the UEF Advisory Board in Lowell tabled action on a plan to transfer and spend funds described in the meeting alternately as "opera funds" and "APA funds," pending confirmation from the city chief financial officer on when the money will be available.
City Manager Golden said the funds "have been accepted by the city council" and that he would "check with the CFO to find out when that money becomes available." Golden asked staff to report back at the next meeting so the committee can discuss the process for expending the money.
At least one board member noted that allocations for the funds had already been included in the board's plan; the board limited action to scheduling the transfer discussion for a subsequent meeting after the CFO and manager provide timing details. The board agreed to table the distribution process until that follow-up.
During the meeting Golden referenced a $3,000,000 UEF amount as a pool the group could "grow into additional funds" in future planning; the board described the initial meetings as preparatory and said more-detailed fiscal materials would be provided in future packets. No formal appropriation or transfer of funds was executed at the meeting; that step was left to staff pending CFO confirmation.
