At the July 16 meeting, the Lowell Conservation Commission voted to issue a certificate of compliance for a 1989 Order of Conditions tied to DEP file number 206320 for the property recorded as 91 Leonard Circle. Attorney David Plunkett appeared for the petitioner and said Francisco Camacho and family have owned the property since 1991 and were unaware of the earlier order of conditions issued on June 7, 1989. Plunkett said the engineer of record, Gabor Savakavits, has since died and that no compliance complaints had been brought during the Camachos’ roughly 34 years of ownership. Commissioners asked for no further comment, moved to issue the certificate, and approved the motion unanimously. The petitioner was instructed they could collect the issued certificate at the office the next day.
