City staff say TxDOT ramp reimbursement and IIJA funds are available; airport layout plan work underway

City finance and airport staff updated the Cleveland Airport Advisory Board on July 16 about state and federal funding for airport projects and the Airport Layout Plan (ALP).
Pam Hanson, the city finance director, told the board that TxDOT ramp funding is a reimbursement program and that invoices and supporting documentation must be compiled and submitted at the end of the state fiscal year. Hanson said the city gathers invoice copies and the required form and submits a single reimbursement request; she said the paperwork exists and will be assembled for submission.
Airport staff also described Infrastructure Investment and Jobs Act (IIJA) funds set aside for the airport. Erin Gordon, the airport director, said the city used two years of available IIJA funding toward updating the Airport Layout Plan because the existing ALP is outdated and the FAA requires a current plan. Gordon said the ALP project costs about $330,000 and that the city contributed roughly $30,000 while approximately $300,000 came from FAA/IIJA allocations; the ALP work is in process and an initial kickoff meeting is scheduled.
Board members were told there are multiple years of IIJA funding available for future projects (FY '24 and FY '25) and that the city has a multi‑year window to obligate those funds. The ALP, once completed, can make the city more competitive for TxDOT and FAA funding by showing planned, charted projects on the official layout.
No funds were reported lost; finance staff said the ramp reimbursement submission was pending compilation of invoices. The board asked staff to return with a timeline for invoicing, ALP milestones and how future IIJA or TxDOT funds would be matched and spent.
