Board approves interlocal agreement to allow city upgrades to Comer Middle School soccer field

At its July 14, 2025 meeting, the Board of Trustees approved a new interlocal agreement that allows the city to make lighting and other improvements at Comer Middle School's soccer field.

The agreement, presented by district staff, follows an earlier interlocal that "expired by its own terms," the presenter said. The city has begun preliminary work on the site and plans further electrical and lighting upgrades. "They're gonna spend the first $34,000 of their own money to get the power panel," a board member said during the discussion. Staff said finalized designs, project schedules and any bill-of-work must be submitted to the district before construction can begin.

The board learned the city may later request the district share remaining costs; one board member said the city might ask the district to "split it 50/50" for additional repairs once the scope is known. District staff described the work as part of a longer-term cycle, saying scheduling and design work will be reviewed by the district before ground is broken.

Board members moved and seconded approval of item 4a. The motion passed 5-0.

The new interlocal replaces the prior agreement and gives the city authority to proceed with specified improvements once the district approves final design and scheduling. The city has already committed the initial $34,000 to upgrade the power panel; the district may receive a future request for cost sharing on remaining lighting repairs or replacements.
